Dear colleagues, Distinguished Guests, We are meeting today to inaugurate the Xi Jinping Thought Research Center on Diplomacy. It is an important date that will mark the history of Chinese diplomacy, and I wish to express, on behalf of all comrades on the diplomatic front, my warm congratulations. 

I would also like to take this opportunity to express my sincere thanks to the experts and researchers who have been working for many years in the study and interpretation of Xi Jinping's thought on diplomacy as well as the theoretical building of Chinese diplomacy. The history of mankind shows that great times give birth to great thoughts. Since the 18th Congress of the Communist Party of China, Chinese-colored socialism has entered a new era with its head held high, and the sorely tried Chinese nation is on its way to a grand rise from a nation that has recovered. to a rich nation, then to a powerful nation. 

China has never been so close to its dream of the great nation renewal, and never has it been so close to the center of the international scene. At the same time, the world is going through transformations not seen for a century and profound and complex changes. 

Faced with upheavals in the international situation, Secretary General Xi Jinping, with his vision of a great strategist, and by a fair appreciation of the law of the development of human society and a comprehensive analysis of the evolution of the international situation and of the China's position in history, has put forward a multitude of new concepts, ideas and initiatives embodying Chinese characteristics, the spirit of our times and the trend of human progress, providing a clear answer to major questions of theoretical and practical order, namely what should be the world and the international relations that China will work to build, what diplomacy does it need as well as how should China conduct its diplomatic actions in the new era.

It is on this basis that Xi Jinping's Thought on New Era Chinese Socialism Diplomacy, also called Xi Jinping's Thought on Diplomacy, originated and was officially established. It showed the way forward and set the fundamentals of Chinese diplomacy in the new era. The great thought thus created will make it possible, in return, to advance the era. 

In recent years, under the strong leadership of the CPC Central Committee and thanks to the personal commitment of Secretary-General Xi Jinping, Chinese diplomacy, in the light of Xi Jinping's thinking on diplomacy, has overcome many hardships to to continue its forward march, thus achieving historic successes and opening up entirely new horizons: We have actively worked to build a global network of partnerships and to put in place an all-out, multidimensional and multi-level diplomacy to form a "circle of 'friends' on a global scale; we have worked to promote cooperation within the framework of the Belt and Road Initiative to make it the largest platform for international cooperation in the world, and apply the principle of "wide consultations, joint contribution and shared benefits » so as to promote win-win cooperation and shared development with our partners; we have played an active guiding role in the reform of the global governance system to contribute to a more inclusive and beneficial globalization and to change the international order in a more just and rational direction; and we are fully engaged in international cooperation against COVID-19 and launched the initiative to build a community of health for all to assume our responsibilities in the international fight against the virus. 

Dear colleagues, Xi Jinping's thought on diplomacy is a major achievement that marks an epoch in the development of the diplomatic theory of New China. 

This important system of thought is distinguished by its scientific, contemporary, pioneering and pragmatic character. We must study it in depth to assimilate it on all levels. First, Xi Jinping's thought on diplomacy is an integral component of Xi Jinping's thought on socialism in the Chinese colors of the new era. Diplomacy is the concentrated expression of the will of the state and diplomatic action, an important component of the cause of Chinese socialism. 

The CPC Central Committee gathered around Comrade Xi Jinping attaches great importance to diplomatic action and, carrying a strategic vision of achieving the great renewal of the Chinese nation and taking into account the characteristics of our time when the world is in crisis. change and China is entering a new era, has made a comprehensive and strategic planning of the diplomacy of a large country with Chinese characteristics. 

Promoting the construction of a community with a shared future for humanity and the establishment of a new type of international relations is the essential element of Xi Jinping's thought on diplomacy and falls within the "eight clarifications ”and“ fourteen perseverances ”of Xi Jinping's thinking on Chinese-style socialism in the new era. 

The CCP leadership is the most essential characteristic of Chinese-style socialism and also the greatest political asset of Chinese diplomacy. Strengthening the centralized and unified leadership and coordination of the CCP for foreign affairs is the fundamental political guarantee that will lead Chinese diplomacy from victory to victory. 

Xi Jinping's thought on diplomacy represents a more in-depth knowledge of the law governing the diplomacy of large countries with Chinese characteristics and reflects the very essence of the governance vision of the CPC Central Committee in the diplomatic field. 

Second, Xi Jinping's thinking on diplomacy is the latest diplomatic achievement of 21st century Marxism. As Friedrich Engels said, the way Karl Marx sees the world "is not a doctrine, but a method". Xi Jinping's thought on diplomacy, faithful to historical and dialectical materialism, scientifically applies Marxist positions, views and methods, ensures the association between theory and practice and the unity between the theory of knowledge and methodology, discerns in depth the development trend of our world, comprehensively views the interactions between China and the rest of the world, and grasps the law governing globalization and world governance in the movement of contradictions between productive forces and relations of production and between economic infrastructure and superstructure. 

Secretary General Xi Jinping has always underlined the importance of giving primacy to man and seeking truth in facts, an essential value and living soul of Marxism. He knew how to combine the fundamental principles of Marxism with the practice of diplomacy of large countries with Chinese characteristics, to enrich and develop Marxist theory on international relations through original analyzes and visions of great significance. This is a historic development in the adaptation of Marxism to the Chinese context on the diplomatic level. 

Third, Xi Jinping's thought on diplomacy is a new development that fits into the brilliant traditional Chinese culture. Nourished by traditional Chinese culture, Xi Jinping's thought on diplomacy enriches it with new contemporary dimensions imbued with humanity, and thus achieved a creative transformation and innovative development. The community's vision of a shared future for humanity illustrates the beautiful aspiration for a world of great harmony for all. 

Neighborhood policy is defined on the basis of the traditional philosophy of kindness to others, universal love and the rejection of war. The position on global governance reform builds on the ancient wisdom of solidarity and peaceful coexistence. The global network of partnerships is built with the spirit of harmony in diversity and shared success. Choosing for the greater good and shared interests embodies the moral imperative to value justice, promote collective benefit, and help those in difficulty. Secretary-General Xi Jinping drew on the spirit of the ancient Silk Road and creatively advanced the great Belt and Road Initiative. 

This important achievement of human civilization has thus been transformed into a global public good in the service of international cooperation and shared development which is gaining ever greater support and adhesion from the countries of the world. Fourth, Xi Jinping's thought on diplomacy is a development based on the achievements of new Chinese diplomatic theory. Xi Jinping's thought on diplomacy, which developed in continuity, brought to a new height the diplomatic thought of the leadership teams of new China for several generations, and strengthened the theoretical system of Chinese diplomacy. 

It left a deep imprint of our time on the traditional concepts of the foreign policy of independence and peace, the Five Principles of Peaceful Coexistence and the construction of a new international political and economic order, and carried them to a new historical height embodied by the community's visions of a shared future for humanity, of the new type of international relations and of the reform of the global governance system. 

In concrete work, it affirms traditional Chinese policies and positions, and on this basis advances the important principles of friendship, sincerity, mutual benefit and inclusiveness towards neighboring countries, and sincerity, effective results, friendship and good faith towards Africa, giving new impetus to the development of relations between China and countries in different regions. By pursuing and valuing the just stance of the new China against colonialism, hegemonism and the politics of the strongest, Xi Jinping's thought on diplomacy draws red lines on major questions relating to sovereignty and integrity territory and resolutely advocates the adoption of firm measures to resolutely defend the rights, vital interests and dignity of the Chinese nation. 

Fifth, Xi Jinping's thought on diplomacy transcends and renews traditional theory of international relations. In recent years, the traditional theory of international relations shows more and more its inability to explain the world today. The pursuit of power and the zero-sum game are less and less the trend of our time. Unlike this approach, Xi Jinping's thought on diplomacy, associating the development of China and the interests of the Chinese people with the development of the world and the common and fundamental interests of all peoples, advanced the idea of ​​building a community of shared future for humanity, to build a beautiful and clean world, characterized by openness, inclusion, lasting peace, global security and common prosperity and to build a new model of international relations based on mutual respect, fairness, justice, cooperation and win-win principle. 

This thought goes beyond the limited framework of a single country or a single region, goes beyond the traditional realistic theory of international relations, and is at the forefront of the progress of human society through its moral height. The new concepts put forward by Secretary-General Xi Jinping on global governance, security, development, civilization and the relationship between justice and interests, reflect the common aspiration of all countries of the world for progress and development. 

They embody outstanding Chinese characteristics and the shared values ​​of all mankind and represent the greatest common denominator of the efforts of all peoples in building a better world.

Dear colleagues, Today's world is going through deeper changes. The continuing spread of COVID-19 poses a serious threat to the health of people in different countries. It has an unprecedented impact on economic globalization and plunges the world economy into a deep recession. Unilateralism, protectionism and bullying practices that go against the grain of history are making a comeback, and the deficit in governance, trust, peace and development continues to grow. Faced with an international situation full of uncertainties, we must rely, in all our work, on Xi Jinping's thought on diplomacy and make it the guide of our action, persevere in our efforts despite external instabilities and seize opportunities in the changes, so as to constantly open up new perspectives for our diplomacy as a great country with Chinese characteristics. 

To do this : We need to strengthen the study of Xi Jinping's Thought on Diplomacy to gain a deeper understanding of the content and quintessence of that thought. Xi Jinping's thought on diplomacy is well structured and as rich as it is profound. Really apprehending it will not happen overnight. All our comrades on the diplomatic front must make the study of Xi Jinping's thought on diplomacy an important long-term political task and make persevering efforts in this regard. 

The creation of the Xi Jinping Thought Research Center on Diplomacy is an opportunity to be seized to deepen our understanding of the essence, spirit, richness and practical requirements of this thought and fully measure its scope. for our time and our world and in terms of theory and practice. We must combine the study of Xi Jinping's thought on diplomacy with that of Xi Jinping's thought on Chinese-style socialism in the new era, of Marxism-Leninism, of Mao Zedong's thought, of the theory of Deng Xiaoping, from the important thought of the "Triple Representation" and the concept of scientific development, and with the study of the history of the Party, the history of new China, the history of reform and openness and history of the development of socialism. 

We must actively develop international exchanges and make all countries and their peoples understand more deeply the scientific and advanced nature of Xi Jinping's thought on diplomacy. It is a thought of international scope that takes on its full meaning in today's world to resolve the various planetary challenges. This is why the international community is showing increased interest and importance in it. 

We must, through an approach known as “invite to come” and “to leave the country”, strengthen dialogue and exchanges with governments, political parties, think tanks and the media of other countries, present in a faithful, exhaustive and deepened the rich content of Xi Jinping's thought on diplomacy and publicize important conceptions such as building a community of shared future for humanity and creating a new model of international relations, in order to achieve more international consensus. 

We must be guided by Xi Jinping's thinking on diplomacy, tell the world well about China, make our ideas and proposals heard, and constantly increase China's influence and its capacity for inspiration.
