In Burundi, the rehabilitation of the RN13, with the support of the African Development Bank, improves the daily life of rural populations

The rehabilitation project of the RN13 national road in its phase 1 (Makebuko-Butaganzwa section), carried out between 2014 and 2018 in Burundi, contributed to facilitate the traffic of goods between the economic capital, Bujumbura, and the interior of the country, and to improve the living conditions of populations in rural areas. Funded to the tune of US $ 12.34 million, the project's direct area of ​​influence covers the communes of Itaba and Makebuko in Gitega Province and Butaganzwa and Ruyigi in Ruyigi Province. 

While indirectly the area of ​​influence is larger and covers the provinces of Gitega, Ruyigi, Cankuzo, Rutana as well as western Tanzania, including part of the flow of manufactured products, coming from or going to Burundi, goes through the RN13. In total, 41 km of road were rehabilitated at the end of the project, against 22 km planned during its appraisal. "As a whole, the project facilitated inter-municipal travel by reducing travel time, and facilitating access to basic social services (weekly market, health center, hospital and dispensary, primary school and high school, drinking water and source, ” explained the project completion report team, led by John Ndikumwami, Senior Transport Engineer at the Bank. 

According to the above-mentioned report, the project enabled the development of socio-economic and commercial activities in the municipalities concerned, which resulted in the creation of new commercial activities and the increase in municipal revenues. The living conditions of the inhabitants of the intervention area have also been improved. 

During the road construction phase and related works, the project created a total of 4,482 direct jobs with a peak of 632 for the second quarter of 2016 for phase I, and 632 jobs in the second quarter of 2017 for the phase II and related works. In addition, the average agricultural income generated per household increased from US $ 206 in 2014 to US $ 374 in 2018. 

At the same time, the cost of transportation fell from US $ 2.62 to $ 2.09. “The project is a main link in the central corridor (from the port of Dar-Es-Salam in Tanzania to Bujumbura in Burundi) and has a positive impact on regional integration by stimulating exchanges between the impact area of ​​the project and parts of western Tanzania, ”the report said. “The increase in the rural accessibility index from 20% to 27% between the baseline in 2014 and the end of the project in 2018 is attributable to the related works to develop the rural road from Gihamagara-Buhoro into a road. modern earth. " Given the proximity of the Buhinda health center to the RN13, the construction of a fence wall has improved the safety, on the one hand, for patients and caregivers, and on the other hand, of the centre's equipment. 

Another project achievement, the rehabilitation of the Gihamagara market, with a sanitation system, and the construction of a hangar, have greatly improved the hygiene conditions of the goods sold. “The positive trend of this indicator beyond the set target is very satisfactory,” the report concludes.
