African Development Bank Appoints Aissa Toure Head Of Country Office For Rwanda

The African Development Bank is pleased to announce the appointment of Aissa Touré as head of country office for Rwanda 

A Senegalese national, Aissa Touré has been appointed Head of the Country Office of the African Development Bank (https://www.AfDB.org/) in Rwanda.

Economist and development specialist, with more than 25 years of experience acquired on three continents, in 12 countries and on behalf of five international organizations, his professional experience covers rural development, in particular agriculture, the rural economy and climate adaptation and mitigation. 

Aissa brings to the Bank strong skills in strategic management, institutional representation and partnership management at the national, regional and global levels. Prior to her appointment, Aissa served as Representative of WaterAid (2003-2007) and Deputy Director for West Africa of Oxfam America (2007-2009). She worked at the Sahara and Sahel Observatory (OSS) as coordinator of the research for development program, from 2009 to 2010. 

From 2009 to 2011, she worked on the themes of climate change and financing, as well as on the monitoring and evaluation of projects as a consultant. In 2011, Aissa joined the International Fund for Agricultural Development as program manager for Togo, Guinea-Bissau and Equatorial Guinea, then was appointed program manager for India and Nepal within the same organization (2016-2018). Prior to her recent appointment by the Bank, she had been IFAD's Country Director for Burundi since July 2018. 

Aissa Touré holds a specialized higher education diploma (DESS) in rural sector, business development and management of food processing projects (1993), a Masters in economics and project finance engineering (1992) , a bachelor's degree in economics and project finance engineering (1991) and a bachelor's degree in rural economics (1990), all obtained from the University of Montpellier I, France.
